Encoding DHQ "Zone II" and "Zone III" submissions

Sometimes a DHQarticle will be only a "shell" or placeholder for data stored out of line. This is the case both with materials that are stored and managed in the system that have not yet been upconverted, and with DHQ materials stored in other formats (DHQ Zones II and III: see the FrameWorkNotes document).

Such materials are indicated by DHQinclude elements inside text. Attributes indicate the location of the materials to be included, either directly (with @file and @type attributes) or by reference (a @target attribute) to a work cited in the header.
